A hostel complaint Hyderabad residents file goes to one of three places: the municipal corporation for licensing and civic problems, the police for threats, lockouts or theft, and the District Consumer Commission for money and broken promises. Since the 2026 split you must first check which of the three new municipal corporations covers your PG. This guide sorts out the city's split map, the numbers that work, and the arithmetic behind licence penalties and consumer deadlines.
For the national helpline directory and escalation order, read our guide on where to file a PG or hostel complaint in India. Since the 2026 split, any hostel complaint Hyderabad residents raise starts with one question: which body now covers my address?
| Key number | Value | Scope / data checked |
|---|---|---|
| GHMC helpline | 040-21111111 | GHMC Key Contacts page, October 2026 |
| Penalty for trading without a licence | 100% of fee, then 10% a month | GHMC press note 122/TL/GHMC/2025, Resolution 146 of 2017 |
| Hyderabad SHE Teams | 040-27852355, WhatsApp 9490616555 | Hyderabad City Police website, October 2026 |
| Consumer filing fee, claims up to Rs 5 lakh | Nil | Consumer commission rules, amended August 2023 |
| Consumer complaint deadline | 2 years from cause of action | Consumer Protection Act 2019, section 69 |

Which civic body and police handle a hostel complaint in Hyderabad?
It depends on the locality. GHMC now covers six zones in the core city, while reports place IT corridor areas such as Madhapur and Kukatpally in the new Cyberabad Municipal Corporation and eastern areas such as Uppal and LB Nagar in the Malkajgiri corporation. Police jurisdiction is split separately, across the Hyderabad, Cyberabad and Malkajgiri commissionerates.
The GHMC homepage records that 27 urban local bodies were merged into GHMC under December 2025 orders, and that GHMC was then trifurcated into the Greater Hyderabad, Cyberabad and Malkajgiri Municipal Corporations, leaving GHMC with 6 zones, 30 circles and 150 wards. Its Key Contacts page names those six zones: Shamshabad, Golconda, Secunderabad, Rajendranagar, Charminar and Khairatabad.
For the other two corporations, rely on reporting for now. Siasat reported that the Cyberabad corporation takes the Serilingampally, Kukatpally and Qutubullapur zones (Madhapur, Kukatpally and Miyapur among them), and the Malkajgiri corporation takes Malkajgiri, Uppal and LB Nagar. If you live in one of the PG clusters in our HITEC City and Gachibowli PG guide, expect your civic complaint to go to the Cyberabad corporation, and confirm with the ward office.
The News Minute reported that in December 2025 the state kept the Hyderabad and Cyberabad commissionerates, renamed Rachakonda as Malkajgiri, and created a Future City commissionerate. The boundary matters only when you walk into a station.
Here is how each hostel complaint Hyderabad route compares, built from the official pages and statutes linked in this guide:

How do you file a GHMC hostel complaint?
Use GHMC's Integrated Grievance System or call 040-21111111 for civic problems such as overflowing drains, garbage or stagnant water at your PG. For a hostel running without a trade licence, ask for its licence number first, check it on GHMC's certificate search, and cite the result in your complaint.
The Integrated Grievance System is GHMC's online channel for lodging and tracking complaints, and GHMC's homepage also points residents to its My CURE mobile app. A GHMC hostel complaint works best when it is about something the corporation controls:
- Confirm the zone. Match your locality against GHMC's six zones above. If you are outside them, take the complaint to the Cyberabad or Malkajgiri corporation instead.
- Get the licence number. GHMC's trade licence page says every certificate carries a Trade Licence Identification Number (TIN). Ask the owner for it in writing.
- Check it. Enter the TIN on the trade licence certificate search and save a screenshot of the result, or of the failed search.
- Log in and file. Enter your mobile number on the IGS page, confirm the OTP, choose the closest category, and describe the problem with the full address, the hostel name and the dates.
- Attach evidence. Upload photos and keep the complaint ID. If nothing moves, quote the ID when you call 040-21111111 or visit the circle office.
What to collect before you file: dated photos or video, rent receipts or UPI history, the owner's name and number, messages where you reported the issue, and the licence search screenshot.
What an unlicensed hostel risks
Licensing is where the corporation has clear powers. Telangana Today reported in August 2026 that several hostels in Gachibowli and Madhapur operate without trade licences even though commercial operators must hold one. The GHMC press note on 2026 trade licences sets out the penalties under Resolution 146 of 2017: 100% of the fee when an unlicensed trade is found, then 10% every month until a licence is taken. It also adds a Telangana Green Fund levy of 10% on licence fees up to Rs 5,000.
Take an illustrative licence fee of Rs 4,000 (an assumption, not a GHMC rate) and an operator caught and then unlicensed for three more months, assuming the 10% runs on the fee:
- Licence fee: Rs 4,000
- 100% penalty on identification: Rs 4,000
- Monthly fine: 10% x Rs 4,000 = Rs 400, x 3 months = Rs 1,200
- Green Fund: 10% x Rs 4,000 = Rs 400
- Total: 4,000 + 4,000 + 1,200 + 400 = Rs 9,600
A late renewal costs far less: 25% extra (Rs 1,000 on the same fee) for up to 60 days' delay and 50% (Rs 2,000) after that, under the 1973 bye-laws the press note cites. That gap is why a licence check is worth doing before you file. For checks that work in any city, see our guide on how to check whether a PG is registered and report an illegal one.

When should you call Hyderabad police about a PG?
Call the police when the problem is a possible offence rather than poor service: an owner locking you in or out, taking your belongings, entering to intimidate you, or harassment. Dial 100 or 112 in an emergency. Hyderabad City Police lists SHE Teams on 040-27852355 and WhatsApp 9490616555 for harassment of women.
The Hyderabad City Police website also offers a Lodge a Petition service. Under Cyberabad, the Cyberabad Police website lists emergency number 100 and a SHE Team page with phone numbers for each division.
The Bharatiya Nyaya Sanhita, 2023 (gazette text) covers the offences that turn up most often in PG disputes: wrongful confinement (section 127, up to one year in jail or a fine up to Rs 5,000, or both), theft (section 303), criminal trespass (section 329) and criminal intimidation (section 351).
Under section 173(1) of the Bharatiya Nagarik Suraksha Sanhita, 2023 (gazette text), you can report a cognizable offence orally or electronically, at any station, whatever the jurisdiction. Electronic information goes on record once you sign it within three days. Email the station on Monday 2 November 2026, and you must sign by Thursday 5 November 2026. If the station refuses to record it, section 173(4) lets you send the substance in writing, by post, to the Superintendent of Police concerned.
Women's hostels have an extra hook in the Hyderabad Commissionerate. Siasat reported in July 2026 that the Suraksha Nivas 1.0 guidelines require women's hostels and PGs there to register with their police station using Form A, keep CCTV working in common areas and verify staff. Asking the station whether your hostel has registered is a fair first question. If your problem is an owner walking into your room, read our guide on a PG owner entering your room without permission; for a lockout, see what to do if you are evicted from a PG without notice.
Where do you report bad mess food in Hyderabad?
Report unsafe or adulterated mess food through FSSAI's Food Safety Connect portal, the regulator's online grievance system, and keep dated photos and a written note of what was served. If the PG promised meals in its rent and keeps cutting them, that is a service failure you can also take to the consumer commission.
Use FSSAI's Food Safety Connect for food safety complaints and note the reference number. Note which meal it was and how many residents fell ill, and keep any doctor's slip. Our mess food quality complaint guide covers the FSSAI process and sampling in detail.
How do you take a Hyderabad PG to the consumer commission?
File online on e-Jagriti with the District Consumer Commission where you live or work. A PG complaint is almost always free because the fee is nil up to Rs 5 lakh. You have two years from the day the problem arose, and the commission aims to decide within three months of serving notice on the owner.
Section 34(2)(d) of the Consumer Protection Act 2019 lets you file where you reside or personally work for gain, so a student in a Kukatpally PG can file in the district covering that address. The filing portal is e-Jagriti, which PIB's year-end review says brought e-Daakhil and older systems onto one platform from 1 January 2025, with OTP registration and virtual hearings. If either side disagrees with the order, section 41 allows an appeal to the Telangana State Consumer Disputes Redressal Commission within 45 days.
The fee comes from rule 7(2) of the commission rules as amended in August 2023: nil up to Rs 5 lakh, Rs 200 above Rs 5 lakh up to Rs 10 lakh. Say you paid Rs 11,000 a month for six months for a room with promised meals and AC: 11,000 x 6 = Rs 66,000. Even a full year, 11,000 x 12 = Rs 1,32,000, stays far below Rs 5 lakh, so the fee is nil.
The deadline comes from section 69(1): two years from the date the cause of action arose. If the PG stopped the mess on 16 November 2026 and refused a rent reduction, file on or before 15 November 2028 to be safe. Section 69(2) allows a late filing only for a reason the commission accepts in writing. Under section 38(7) the commission tries to decide within three months of the owner receiving notice.

Your first move this week
Before you lodge a hostel complaint Hyderabad officials can act on, find out which corporation your PG sits in and ask the owner for the trade licence number. Those two facts decide where a civic complaint lands and whether you have a licensing point to raise. Keep every payment record and message from now on. For contrast with another metro, our guide to PG complaints in Bangalore through BBMP and the police shows how a different city handles it. Nothing here replaces advice on your own facts; the Telangana State Legal Services Authority and its district units can point you to free legal aid if you qualify, or you can consult a lawyer.
